Get to know our NYS WIC team! Below are short biographies and contact information for our NYS WIC trainers and program staff.

NYS WIC Trainers and Program Staff

Program Director: Carla Anastasio, MS, RD, CLCAs Director of CAI's Division of Nutrition, Ms. Anastasio oversees the NYS WIC Training Center.  She joined CAI in 2016 after spending three years providing nutrition education to New York City's food pantries and soup kitchens with the Hunger Prevention and Nutrition Assistance Program (HPNAP) at United Way of New York City.  Focused on improving the quality of food distributed within the emergency food network, in 2014 Ms. Anastasio designed and implemented a novel incentivized fruit and vegetable pilot called Bodega Bucks.  Prior to her work with HPNAP, she served as a Public Health Nutrition Consultant for WIC at the Metropolitan Area Regional Office (MARO) of the NYS Department of Health as well as a Nutritionist with the New York City Department of Health and Mental Hygiene.  Ms. Anastasio also serves as a Clinical Dietitian in the Hudson Valley. Albany Office Manager: Kelley KingMs. King serves as the multitasking Manager of CAI’s Albany office.  From registration to webinar facilitation, she oversees the many facets of the Training Center’s daily logistics.  With an eye for excellence, Ms. King readily responds to trainees, provides ongoing technical assistance, and consistently works towards program improvement.  Ms. King maintains a smooth operation not only in the office but also out in the field as she has masterfully established a vast network of training locations. Email Kelley at

Trainer: Joann Koeppel, CLC, joined CAI in March of 2009. She began her WIC career over 20 years ago. She worked at a local WIC agency for 7 years prior to becoming a NYS WIC trainer. Over the past 13 years, Joann has considered it her privilege to provide training and technical assistance to hundreds of WIC employees throughout New York State. Her love of the WIC program and expertise in the areas of income policy/assessment and WICSIS make her a true asset to our training team. Email Joann at

Trainer: Patricia Lane, IBCLC, has been working with breastfeeding women for more than 20 years. She joined in 2009, training WIC staff and other programs in the area of breastfeeding. Patty played a critical role in the development of the NYS Peer Counselor Curriculum and was instrumental in the development of, a nationally recognized breastfeeding website for breastfeeding families and professionals. Patty's background in early childhood education and enthusiasm about breastfeeding make her a perfect fit for the NYS WIC Training Center. Email Patty at
